Phase I awards on GSA Polaris GWAC for SDVOSB and HUBZone Pools

On November 20, 2025, GSA issued the Phase I award notices for the Service-disabled Veteran-owned Small Business (SDVOSB) and Historically Underutilized Business Zone (HUBZone) pools. This marks the first set of awards for the two pools since the closure of the proposal submissions three years ago in November 2022.

Throughout the calendar year 2022, GSA issued solicitation for GSA Polaris GWAC under four (04) pools, the other two being the Small Business (SB) and Women-owned Small Business (WOSB) pools. The primary scope of work surrounds six information technology fields listed below:

  1. Cloud Services & Solutions
  2. Cybersecurity
  3. Software Development
  4. Data Management & Analytics
  5. IT Operations & Maintenance
  6. Emerging Technologies, which included Artificial Intelligence/Machine Learning (AI/ML), Blockchain, Immersive Technologies (AR/VR), Quantum computing, etc.

In the first phase, GSA has made 30 awards for the HUBZone Pool out of the 180 proposals it received. For SDVOSB Pool, it has awarded contracts to 23 offerors out of the 251 proposals received. As per the update, none of the proposals have been eliminated so far and GSA plans to publish further award notices in the future. The remaining proposals are still eligible for the awards in their respective pools.

Previously, GSA awarded 102 contracts to eligible offerors under the Small Business pool in December 2024 and does not plan to make any further awards for the pool. However, the pool has been marred by a series of protests since the award. No awards have been made for the WOSB pool so far.
