GSA releases the OASIS+ Phase II Program

On January 12, 2026, the General Services Administration (GSA) reached a major milestone by officially releasing the final Request for Proposal (RFP) Amendments for all six OASIS+ Phase II solicitations on SAM.gov. This launch marks the formal transition of the program to a continuously open submission model, enabling qualified industry partners to compete for positions on this next-generation, Best-in-Class (BIC) contract vehicle on a rolling basis.

Key Updates & Timelines

  • Official RFP Release: The final amendments (Amendment 0008) were posted on January 12, 2026, for all six business categories: Unrestricted, Total Small Business, 8(a), HUBZone, SDVOSB, and WOSB**.**
  • Continuous Enrolment: All solicitations are now open indefinitely, allowing contractors to submit proposals at any time rather than during a fixed window.
  • Phase II Domain Expansion: The program has officially expanded from eight to 13 service domains. This expansion is a direct result of Executive Order 14240 (“Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement”), which aims to streamline federal acquisition.
  • Bilateral Modifications: Existing OASIS+ contract holders were required to sign a bilateral modification by January 12, 2026, to incorporate the five new domains and updated FAR terms into their master contracts before adding new domain qualifications.

GSA has maintained six distinct solicitations to ensure high participation from diverse business types. Firms meeting the criteria for any of these “buckets” should consider applying for their respective set-aside tracks:

  • Total Small Business (SB)
  • SBA-Certified 8(a)
  • SBA-Certified HUBZone
  • Service-Disabled Veteran-Owned SB (SDVOSB)
  • Women-Owned SB (WOSB)
  • Unrestricted (UR) for large businesses or any firm competing on a full-and-open basis

Domains

OASIS+, in its first phase, covered eight domains, out of which one (Enterprise Solutions) was reserved for unrestricted only due to its scope and the ticket size. The rest were open to businesses of all sizes and reservations.

The Phase II added additional five (05) domains for bidding. As of the writing, the domains are open to businesses of all sizes to bid on. The table below lists all the domains and summarizes the services expected under these domains:

  1. Management & Advisory (M&A) Services: Includes a full range of management and consulting services, and provides operating advice and assistance on administrative and management issues.
  2. Technical & Engineering (T&E) Services: Provide specific engineering, geoscience, or other technical professional skills required to handle specific operating conditions and problems for the benefit of the Government.
  3. Research & Development (R&D) Services: Research and Development (R&D) activities aimed at achieving basic research, applied research and experimental development.
  4. Intelligence Services: Focuses on Command, Control, Communications, Intelligence, Surveillance, and Reconnaissance mission requirements.
  5. Enterprise Solutions: Reserved for Unrestricted competition. Procurement of highly technical, new and emerging and/or specialized mission objectives.
  6. Environmental Services: Supports environmental requirements and streamlining the contracting process by providing a faster, more cost-efficient means to meet environmental objectives.
  7. Facilities Services: Services required to maintain and operate buildings, paved services, utilities infrastructure, and real property assets and equipment.
  8. Logistics Services: Comprehensive logistics solutions, including planning and designing, implementing, or operating systems or facilities for the movement of supplies, equipment or people by road, air, water, rail, or pipeline.
  9. Financial Services (New): Provide accounting, auditing and budgeting support, grant management, and risk assessment services.
  10. Human Capital Services (New): Provide human resources and workforce solutions. This builds on the legacy HCaTS contract scope.
  11. Marketing & Public Relations (New): Includes Strategic communications and outreach services, that include branding, media relations, marketing campaigns, etc.
  12. Social Services (New): Covers social and community support services.
  13. Business Administration Services (New): General Administrative Support services that include clerical support, records & document management, and related office support.

GSA OASIS+ GWAC does not support information technology and related services, unless as a supported service for a task order.
