If you hold a MAS contract and operate under an approved Small Business Subcontracting Plan (typically required for large businesses), this transition directly affects your reporting obligations. The government would now only allow:
All Individual Subcontracting Reports (ISR) to be submitted through SAM.gov.
All Summary Subcontracting Reports (SSR) to be submitted through SAM.gov.
Currently, these reports are submitted through GSA’s eSRS. After February 20, 2026, eSRS will no longer be available, and reporting will occur exclusively within SAM.gov.
It is important to note that this is a system migration, not a policy change. The reporting requirements, deadlines, and compliance expectations remain unchanged.

Log into your eSRS.gov account before February 20, 2026

Your SAM.gov account should use the same email address associated with your eSRS account.

During the transition period, certain legacy data or system functionalities may not be readily accessible. Maintaining internal copies of past ISR and SSR submissions is strongly recommended for audit readiness and recordkeeping purposes.
