Mandatory Transactional Data Reporting (TDR)
GSA proposes to expand TDR requirements across the entire MAS program.
- TDR will be mandatory for all MAS SINs
- Effective Date: April 1, 2026
- Non-TDR offers must be withdrawn and resubmitted under TDR-compliant terms
- Existing contractors will receive a mass modification, which must be accepted within 90 days of issuance
AI Compliance Requirements
New AI-related compliance language will be incorporated across applicable category attachments.
- Aligns with federal AI Executive Orders
- Reflects OMB guidance on responsible AI use
- Applicable to contractors offering AI-enabled products or services
SCP-FSS-001 Instruction Updates
- Revised offer instructions applicable to all MAS offerors

Startup Springboard Program Revisions
- Limited to FASt Lane–qualified offerors
- Restricted to IT Category offers only
- Requires alignment with federal IT initiatives and agency sponsorship
Open Market Item (OLM) Policy Changes
- Increased scrutiny of open market item usage
- Contractors are strongly encouraged to add the OLM SIN via mass modification
- Certain OLM subcategory limitations will be removed
