A. Program-Wide MAS Solicitation Changes

GSA proposes to expand TDR requirements across the entire MAS program.

  • TDR will be mandatory for all MAS SINs
  • Effective Date: April 1, 2026
  • Non-TDR offers must be withdrawn and resubmitted under TDR-compliant terms
  • Existing contractors will receive a mass modification, which must be accepted within 90 days of issuance

New AI-related compliance language will be incorporated across applicable category attachments.

  • Aligns with federal AI Executive Orders
  • Reflects OMB guidance on responsible AI use
  • Applicable to contractors offering AI-enabled products or services

  • Revised offer instructions applicable to all MAS offerors
  • Updates reflect modernized acquisition policies and solicitation structure

  • Limited to FASt Lane–qualified offerors
  • Restricted to IT Category offers only
  • Requires alignment with federal IT initiatives and agency sponsorship

  • Increased scrutiny of open market item usage
  • Contractors are strongly encouraged to add the OLM SIN via mass modification
  • Certain OLM subcategory limitations will be removed

  • Updated language excluding:
    • Foreign replicas
    • Inert ordnance

  • Revisions to HR-related SIN descriptions
  • Alignment with OPM HCBRM 4.0

GSA is rescheduling Refresh 31 to March/April to ensure updates are fully and appropriately integrated ahead of release. Updates to the this Interact Notice include:



March 26, 2026

Refresh 31 will be issued April, 2026.
GSA is implementing additional Transactional Data Reporting (TDR) data elements. The first four data elements are transitioning from optional to mandatory. The remaining data elements are newly added as of Refresh 31 and are mandatory for reporting as of the data the data elements become available for reporting in the FAS Sales Reporting Portal (SRP). (GSA/FAS) will update this post in advance when that occurs). Please refer to the Significant Changes attachment for further data element details.
This action coincides with the expansion of Transactional Data Reporting (TDR) to include all remaining Service SINs and the establishment of TDR as a mandatory requirement for all SINs under the MAS Solicitation.
The information shared about the TDR transition to Industry during the February 10, 2026 webinar remains unchanged. We recommend that any non-TDR offers not yet submitted begin transitioning to the Transactional Data Reporting (TDR) format in preparation for submission, as all new offers submitted after Refresh 31 will be required to follow the TDR format.


March 19, 2026

Add SIN note for SIN 311423 - Non Perishable Foods indicating that no new offers/modifications will be accepted after Refresh 31 is issued and SIN 311423 - Non Perishable foods will be retired with Refresh 32.
In response to industry requests for an extension of the comment period for the proposed AI Clause, GSAR 552.239-7001, GSA will not be including the clause in the upcoming MAS Refresh 31. The public comment period for this proposed clause has been extended from March 20, 2026 to April 3, 2026 to allow more time for stakeholder feedback. The clause will be considered for implementation in Refresh 32.

Mass Mod Acceptance: The mass modification applying the changes associated with Refresh 31 is to be accepted by the subject contractor no later than 60 days after the modification has been issued.
Please ensure that all comments regarding the proposed changes and updates are provided in the “Comments” section below or sent to maspmo@gsa.gov.
The feedback period begins on March 6, 2026, and all entries must be submitted by March 20, 2026.
