Inside the MAS Refresh 31 Webinar: TDR, AI & FastLane Updates


On February 10, 2025, a webinar on MAS Refresh 31 and the upcoming Mass Modification was held. The session provided an overview of Draft Refresh 31 and outlined what contractors can expect. The key points discussed by GSA MAS program officer are summarized below.

  1. New Reporting Requirements (TDR)
  • GSA is moving all contractors to Transactional Data Reporting (TDR). This system changes how you report sales to the government.

  • For New Applicants: GSA recommends withdrawing any current offers that do not include TDR and resubmitting them. If you do not switch to TDR, your application will be rejected.

  • For Current Contractors: Contractors will receive a “Mass Modification” notice this month (maybe). Contractors must accept this update within 90 days.

  • Once you accept, the “Price Reductions Clause” will no longer apply starting April 1, 2026.

  1. Updated Templates and AI Rules
  • Subcontracting: There is a new template for Subcontracting Plans.

  • AI Technology: GSA is about to release a specific document covering the terms and conditions for all Artificial Intelligence offerings.

  • OLM Changes: SIN Level restrictions on “Order-Level Materials” have been removed.

  1. FastLane Program Changes
  • The “FASt Lane” and “Startup Springboard” programs, which help companies get on schedule faster, now have stricter limits:

  • IT Focus: These programs are now strictly for the Information Technology category.

  • Status Reviews: If you are currently in these programs but do not provide IT services, GSA will review your status during your next renewal. You may be required to move to the standard, non-expedited process.
