GSA releases the timelines for OASIS+ Phase II program

Last week, the General Services Administration (GSA) released the timelines for the Phase II release and the On-Ramp of the OASIS+ GWAC. As per the update on their GSA Interact website, the agency will reopen the program for continuous submissions for all original business programs around January 12, 2026. The release will be inconsistent with EO14240 (“Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement”) signed Mar 20, 2025.

The expansion of OASIS+ is in direct response to the market feedback on the RFI issued by GSA in June 2025. While the agency had initially expressed skepticism on if Phase II will open for all domains or just the new ones, last week’s update cleared that the Best-in-Class (BIC) GWAC will open for all domains across all business categories. Below are the expected dates for the releases on OASIS+:

  • Dec 16, 2025 – Expected release of the pre-amendment notice that would include the draft scorecards for all domains.
  • Jan 12, 2026 – Expected release date for the final RFP of the GSA OASIS+ GWAC Phase II across all business lines.

Business Sizes and Set Asides

In June 2023, GSA had opened OASIS+ for bidding on the first time under six solicitations, each representing a separate business size. In consistence with the last release, OASIS+ will maintain all the buckets during the next release. This would help businesses to plan their next steps on which set asides they want to bid on:

  1. Unrestricted
  2. Total Small Business
  3. SBA 8(a)
  4. Service-disabled Veteran-owned Small Business (SDVOSB)
  5. Historically Underutilized Business Zone (HUBZone)
  6. Women-owned Small Business

Domains

OASIS+, in its first phase, covered eight (08) domains, out of which one (Enterprise Solutions) was reserved for unrestricted only due to its scope and the ticket size. The rest were open to businesses of all sizes and reservations:

  1. Management & Advisory (M&A) Services: Includes a full range of management and consulting services, and provides operating advice and assistance on administrative and management issues.
  2. Technical & Engineering (T&E) Services: Provide specific engineering, geoscience, or other technical professional skills required to handle specific operating conditions and problems for the benefit of the Government.
  3. Research & Development (R&D) Services: Research and Development (R&D) activities aimed at achieving basic research, applied research and experimental development.
  4. Intelligence Services: Focuses on Command, Control, Communications, Intelligence, Surveillance, and Reconnaissance mission requirements.
  5. Enterprise Solutions: Reserved for Unrestricted competition. Procurement of highly technical, new and emerging and/or specialized mission objectives.
  6. Environmental Services: Supports environmental requirements and streamlining the contracting process by providing a faster, more cost-efficient means to meet environmental objectives.
  7. Facilities Services: Services required to maintain and operate buildings, paved services, utilities infrastructure, and real property assets and equipment.
  8. Logistics Services: Comprehensive logistics solutions, including planning and designing, implementing, or operating systems or facilities for the movement of supplies, equipment or people by road, air, water, rail, or pipeline.

The Phase II added additional five (05) domains for bidding. As of the writing, the domains are open to businesses of all sizes to bid on:

  1. Financial Services: Provide accounting, auditing and budgeting support, grant management, and risk assessment services.
  2. Human Capital Services: Provide human resources and workforce solutions. This builds on the legacy HCaTS contract scope.
  3. Marketing & Public Relations: Includes Strategic communications and outreach services, that include branding, media relations, marketing campaigns, etc.
  4. Social Services: Covers social and community support services.
  5. Business Administration Services: General Administrative Support services that include clerical support, records & document management, and related office support.

GSA OASIS+ GWAC does not support information technology and related services, unless as a supported service for a task order.
