This upcoming refresh introduces several important updates driven by the Revolutionary FAR Overhaul (RFO) initiative.

A. Overall MAS Solicitation Updates

  1. Clause & Provision Revisions – Aligning the MAS Solicitation with deviations to the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) under the RFO.
  2. New Guidance Statement – A directive will be added to refer users to GSA.gov for more details on MAS ordering procedures.
  3. Provision Update (SCP-FSS-001) – Adjusted to reflect the latest FAR and GSAR deviations from the RFO.

B. Category-Specific Changes

  • Large Category: Miscellaneous (G)

    • Subcategory: Complementary SINs (G06)

      • SIN OLM (Order-Level Materials) will be revised to align with RFO-driven updates.

New Revision/Updates in the Draft GSA MAS Refresh #30

The General Services Administration (GSA) has released revisions to the draft for Multiple Award Schedule (MAS) Refresh #30, on 06/11/2025 introducing several additional important updates and removals aimed at simplifying contract requirements and improving clarity for contractors.

One of the major highlights of this draft is the update to the Clause and Provision Changes attachment, which includes revised language and the removal of certain outdated requirements.

A significant change is the removal of the Professional Compensation Plan requirement from SCP-FSS-001. This adjustment is designed to streamline the proposal process and reduce the administrative burden on contractors.

GSA has also eliminated the requirement for contractors to show proof of an uninterrupted source of supply from Clause I-FSS-644. This means contractors will no longer need to submit separate documentation verifying continuous supply capability throughout the contract term.

In addition, the section on “Drones/Unmanned Aircraft Systems” has been updated and revised under the General Information section, impacting all Large Categories. The new language provides clearer guidance on the use and inclusion of drone-related products and services under MAS.

Another important update is the removal of Order-Level Materials (OLM) SIN-level regulations, including 552.238-115 (Special Ordering Procedures for the Acquisition of Order-Level Materials) and SCP-FSS-007 (Special Proposal Instructions for OLM SIN). This change reflects GSA’s effort to simplify OLM management across the Schedule.

However, it’s important to note that OLM subcategory limitations will remain in place through Refresh 30. GSA has indicated that these limitations are expected to be removed in a future refresh, once the full transition is finalized.

Overall, the Draft GSA MAS Refresh 30 is focused on simplifying requirements, removing unnecessary administrative steps, and clarifying existing guidance, making it easier for both new and existing contractors to stay compliant and manage their Schedules effectively.

New Revisions Announced for MAS Draft Refresh #30 (November 17, 2025)

GSA has released two additional updates to the Draft Refresh #30. The newly announced changes include:

Revised Price Proposal Template (PPT) for SIN 492210 – Local Courier Delivery Services
GSA will update the PPT for this SIN to better align pricing structure and data requirements with current market practices.

Updated “Pricing Terms” Attachment to Add EPA-Related Fields**
The Pricing Terms attachment will now include additional fields capturing details about the contractor’s proposed escalation method, including the selected Economic Price Adjustment (EPA) mechanism.
