If you’re a government contractor closely watching GSA’s MAS Refresh #29 coming in August 2025, you’re probably thinking about what it means for your contracts and day-to-day work. From what’s shaping up, this update builds on earlier changes, tweaking clauses, refining Special Item Numbers, and aligning with the latest federal policies and executive orders. It feels like another step in the ongoing effort to keep MAS relevant and effective in a fast-changing landscape. I’m curious how you’re preparing—are you ready for contract modifications, shifting procurement rules, or new compliance demands? How do you see Refresh #29 shaping your strategy, negotiations, or client engagements? Let’s share experiences and questions here—sometimes just talking it through helps us all get ahead of the curve and find smarter ways to adapt together.
Here are some official and authoritative resources on the upcoming GSA MAS Refresh #29 (scheduled for August 2025) that you may find useful for detailed information and preparation:
Thanks for sharing! The changes feel incremental, but the operational ripple is real. For anyone getting ready for Refresh #29, here are quick things to check:
Template: Are you using the old Price Proposal Template (PPT) or the new FAS Catalog Platform (FCP) file? You’ll need the same one for any mods.
Pricing: Do you know your current EPA method and what triggers a price change request? Line up proof (market data, supplier invoices) now.
SIN updates: If you sell drones/UAS, are they now listed under 334220 with related services instead of 334515? SIN 334220 will now be the only MAS SIN covering Unmanned Aircraft Systems (UAS)/drones, in addition to surveillance systems, wearable body cameras, and vehicular video equipment. Related services such as training and installation must be part of a total solution.
Catalog compliance: Is your listing ready to meet the updated GSAR 552.238-103 catalog rules? Who owns FCP data standards at your organization, and how are you validating compliance before uploading?
**Quick overview/summary of changes as per draft refresh 29:
Expected changes to the Overall MAS main Solicitation:
1. Shift to New FAS Catalog Platform (FCP) Templates
What’s changing:
Current Price Proposal Template (PPT) for Products will be replaced with the FCP Product File.
Current PPT for Services & Training will be replaced with the FCP Services Plus File.
The same replacement applies to the PPT for SINs 541930 (Translation and Interpretation Services) and 611630 (Linguistic Training and Education).
All new MAS offers must use the new FCP templates unless they fall under certain exceptions.
If you’re offering under these SINs, you still use the SIN-specific PPTs: 531, 531110, 561599L, 561510, 561599, 4PL, 485, 532112, 492110, 492210, 532111, 481211O, 481211B.
For Modifications
If your contract was awarded with FCP templates → you must use the same FCP template for mods.
If your contract was awarded with old PPTs or SIN-specific templates → you must continue with those formats for mods.
2. Update to GSAR Clause 552.238-103 (Electronic Commerce)
A note will be added requiring all contractors to follow GSA’s catalog submission and maintenance rules to ensure accurate and complete representation online.
Guidance and instructions will be available at the FAS Catalog Platform Help Page**:** https://catalog.gsa.gov/help
3. New Consolidated Economic Price Adjustment Clause
GSAR 552.238-120 will replace the older EPA clauses (552.216-70 and I-FSS-969).
This will standardize price adjustment procedures for all FSS contracts and offer more flexibility.
Important:
Your existing EPA method won’t change until:
You request an EPA or “add items” modification, or
You exercise an upcoming option, or
You submit a modification proposing a new EPA method.
4. Removal of All Small Business Set-Aside (SBSA) SINs
Refresh 29 completes the process of retiring 19 SBSA SINs by removing them entirely from the MAS Solicitation.
This will:
Reduce administrative and compliance burdens.
Remove the need for multiple MAS contracts for the same vendor.
Note: Small business opportunities will still be supported through order-level set-asides.
5. Updates to SCP-FSS-001 Instructions
Minor updates, including EPA-related changes.
6. Clause Updates
Incorporating GSAR Change 187 updates to clauses and provisions.
B. Expected changes to Specific Categories/SINs
1. Furniture & Furnishings (C)
SIN 33712 (Complete Daycare, Preschool, and Classroom Solutions): Clarifies that children’s toys, dolls, and games are NOT in scope.
2. Information Technology (F)
Cloud Services – SIN 518210C:
SaaS (Software as a Service) offerings no longer have to meet the “On-demand self-service” requirement from NIST SP 800-145.
All other NIST cloud characteristics still apply.
IT Services – SIN 54151HACS:
Alignment with the updated NICE Framework.
No more requirement to reference specific “work role IDs” — instead, vendors should align labor categories generally with the NICE Framework.
3. Miscellaneous (G)
Removal of:
Awards Subcategory (G01)
Personal Hair Care Items Subcategory (G04)
Both removed because all related SINs have been retired.
4. Scientific Management & Solutions (I)
SIN 334515: Removing the subgroup for Unmanned Aerial/Vehicle Systems/Drones from this SIN.
5. Security & Protection (J)
SIN 334220:
Expands to explicitly include Unmanned Aircraft Systems (UAS)/Drones.
Now the only MAS SIN covering these technologies.
Can include related accessories, parts, and ancillary services (training, installation) when offered as part of a total solution.
SIN 336413:
Clarifies that fully assembled aircraft (rotary or fixed-wing) cannot be sold under this SIN.
Aircraft-related specifications or regulations must be addressed by the ordering agency.
