Big Picture Changes
GSA is continuing to modernize the MAS program with this refresh. The most important update is the shift to the FAS Catalog Platform (FCP), which will now be the standard system for submitting product and service pricing. Along with that, GSA is simplifying the rules for price adjustments, cleaning up old SINs that are no longer in use, and clarifying instructions for contractors.
In short:
- Everyone must now use the new catalog templates (no more old spreadsheets).
- Pricing changes will now follow a single, simpler clause.
- Some SINs have been removed or updated for clarity.
Moving to the FAS Catalog Platform (FCP)
GSA is retiring the old Price Proposal Templates (PPTs) and replacing them with the FCP files. This affects everyone applying for MAS or modifying their contracts.
- Products must be submitted using the FCP Product File.
- Services and Training must be submitted using the FCP Services Plus File.
- Language-related SINs (541930 – Translation/Interpretation and 611630 – Linguistic Training) also move to the Services Plus File.
What is the action item on us: If you are preparing an offer or a contract modification, you will now upload your pricing data through the FCP system instead of using the old Excel templates. This makes it easier for GSA to load your catalog into GSA Advantage! and eLibrary.
Price Adjustment Rule (EPA Clause)
GSA has consolidated multiple old EPA clauses into one new clause: GSAR 552.238-120 (Economic Price Adjustment – FSS, Sept 2024). This new clause simplifies the process and also adds a new type of adjustment. Adjustments can now be made if there are “unforeseeable significant changes in market conditions.”
Why it matters: Instead of juggling different versions of EPA rules, all contractors will now follow one consistent clause, making price adjustments easier and more predictable.
Retired Small Business Set-Aside (SBSA) SINs
Complete transition of the 19 retired Small Business Set-Aside (SBSA) SINs by removing them from the MAS Solicitation and associated documents.
Specific -GSAR 187 Changes
GSAR Change 187 has been incorporated into the Multiple Award Schedule (MAS) program as part of this solicitation refresh. This update brings the MAS solicitation into alignment with the most recent changes to the GSA Acquisition Policy. It reflects GSA’s continued efforts to modernize and streamline acquisition processes, ensuring consistency and compliance across all MAS contracts.

- SIN 33712 (Daycare, Preschool & Classroom Solutions) → updated description for clarity.
Category F – Information Technology
- SIN 518210C (Cloud Computing & Related IT Services) → updated to reflect new cloud reporting and security requirements.
- SIN 54151HACS (Highly Adaptive Cybersecurity Services) → clarified definitions and scope of services.

Category I – Scientific Management & Solutions
- SIN 334515 (Diagnostic, Measuring & Testing Equipment) → revised description for consistency.

- SIN 334220 (Surveillance Systems, Body Cameras, Vehicular Video) → scope updated.
- SIN 336413 (Aircraft Armoring & Helicopter Equipment) → language revised to align with industry standards.
