First Round of Awards for MDA SHIELD IDIQ

In less than 50 days after closing the submission deadline, the Missile Defense Agency (MDA) has officially announced the first phase of awards under the Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) Multiple Award IDIQ Contract a major milestone in one of the most closely watched defense opportunities of the year.

:small_blue_diamond:First Phase of Staggered Awards Issued

MDA has awarded 1,014 qualifying offerors in its first wave, fully aligned with the terms and structure of the solicitation. The announcement also includes an attachment listing all awardees along with their respective contract numbers.

:small_blue_diamond: Why Staggered Awards?

Consistent with the solicitation, MDA is implementing a staggered award approach. This means awards are being released in phases prior to closing discussions. The purpose is twofold:

  • To allow awards to proceed even while remaining offerors undergo responsibility determinations, and
  • To continue the evaluation process for apparent awardees who may require additional assessment before being deemed responsible.

This phased release enables MDA to maintain acquisition momentum without waiting for every determination to conclude.

:small_blue_diamond: More Awards Ahead

This announcement reflects only the first set of awards. Additional awards will continue to follow on a rolling basis. Importantly, task order competitions will not begin until all offerors within the competitive range have been given the opportunity to participate in meaningful discussions, as required under the solicitation.
