Publication Date: March 20, 2026

On March 20, 2026, pursuant to President Trump’s Executive Order issued on December 11, 2025, titled “Ensuring a National Policy Framework for Artificial Intelligence,” the White House released a legislative blueprint for a national AI policy framework. The Framework urges Congress to adopt a federally unified, innovation-oriented regime centered on preemption of state AI laws and a “light-touch” regulatory approach. Sullivan & Cromwell It recommends targeted federal standards in areas such as child safety, digital replicas, and infrastructure development. The AI Framework is consistent with the Trump Administration’s AI policy to date: emphasizing sustaining and enhancing U.S. global AI dominance, preventing state-level AI regulatory fragmentation, and creating a national standard governing AI proliferation. For GovCon tech firms, this Framework is a directional beacon for years of procurement priorities ahead. The Framework provides AI resources to small businesses to increase AI adoption and calls for augmenting law enforcement efforts to combat AI-enabled scams and fraud. Mayer Brown BD teams should reframe AI offerings around “American AI dominance,” national security outcomes, and small business AI enablement — these are the politically durable hooks that survive budget cycles.
